SCOPE OF WORK: The scope of work includes drilling boreholes, constructing overhead tank stands with community water stands, installing solar panels and solar water pumps, and building livestock troughs, all in accordance with the designs and specifications outlined in the BoQ which can be found here: Bill of Quantities and Engineering Drawings

The bidder is expected to visit the sites before returning the bids to be adequately informed of the situation at site. A bidder may apply for a particular lot or all the lots.

  • Note that this contract will not be subject to price variation. You are expected to include a work plan that will be strictly followed in monitoring and progress assessment after the award of the contract.

BID ADMINISTRATION

All requests for clarification and questions concerning this ITB must be submitted in writing no later than September 30th, 2025 via email to ngprocurement@wcs.org  with the subject ” CONSTRUCTION OF SOLAR POWERED BOREHOLES AT PALI, DUGURI, YELWAN DUGURI AND GWANA DISTRICTS OF ALKALERI LGA, BAUCHI STATE ” on the subject line.  Responses, if determined appropriate by WCS, will be issued in writing to all known Bidder. 

All complete Bids shall be submitted as an attached digital file to the submission email including attachments, exhibits or appendices.  Emails shall be submitted to:

ngprocurement@wcs.org not later than  Monday 6th October 2025.

QUALIFICATION

All Bidder are expected to have the experience, resources, qualifications, and capacity to successfully meet the objectives of this RFP, including:

  • Proficiency with similar projects.
  • Experience in providing similar services.
  • Appropriate technical expertise, staff capability, and fiscal resources.
  • Registration with the corporate Affairs Commission/Form CAC2 and CAC7

BID CONTENT

Bids should be clear and concise and should be addressed in detail and with appropriate documentation for each of the items listed below. Bids that fail to do so may be disqualified as non-responsive. WCS may request clarification of any Bid during the evaluation process, but it is not bound to do so, and Bidder should not assume they will have any further opportunity to clarify their Bids after the Bid due date. 

Each Bidder is requested to submit, on or before the submission deadline, a package containing:

  1. Technical bid: Should include a brief company profile (not exceeding two pages), proposed approach and work plan, and evidence of at least three similar projects completed within the last two years. Also attach professional licenses/certificates, the CV of the Site Engineer, and a list of available equipment. Proof of work carried out in or around the identified locations will be considered an added advantage
  2. Financial bid: A fully costed BoQ. Please note that WCS is exempted from VAT. However, a 5% withholding tax will be deducted from the total contract sum and remitted to the tax authorities using your TIN.
  3. Copy of CAC registrations
  4. Tax clearance certificate for the last two years
  5. Bank reference letter
  6. Client reference-name of organizations and contact details.
  7. Audited accounts

 

A. Evaluation criteria

All bids shall be evaluated against the following:

  • Offer Price-50%
  • Experience and qualification -30%
  • Delivery period-10
  • Local experience 10%

The contract will be awarded to the bidder(s) determined to be the most responsive and responsible, offering best overall value.

GENERAL CONDITIONS OF BID SUBMISSIONS

The following general conditions apply to all Bids submitted in response to any RFP issued by WCS.

  • Non-Binding:

WCS’s solicitation of bids in response to any ITB does not commit WCS to award a contract, and this RFP is not an offer to enter into a contract for the services to be provided as described herein. 

  • Bid Materials and Costs:

WCS is not liable for any costs incurred in the preparation, submission or negotiation of a response to its ITB or incurred for any other purpose or reason in connection with the ITB. No materials submitted with this ITB will be returned.

  • Confidentiality:

All information and material contained in any WCS ITB or issued by WCS or any of its agents as part of any WCS ITB process is confidential and is the exclusive property of WCS. 

  • Modifications:

As a condition of award, WCS may request any Bidder to make revisions, additions, or deletions to its Bid.

  • Subcontractors:

After the contract, WCS will have no obligation, financial or otherwise, to any subcontractor of the awardee.  Nevertheless, any subcontract will be required to be subject to and consistent with the prime contract between WCS and the awardee, and WCS may require any subcontract to include specific terms and conditions.

  • Reserved Rights:

WCS at any time in its sole discretion may, without notice and without liability to any Bidder or any other party for their expenses incurred in the preparation of the responses hereto or otherwise, do any and all of the following:

  • Amend or withdraw this 1 TB.;
  • Accept or reject any and all bid(s) received in response to this ITB;
  • Award the contract to a Bidder other than the Bidder offering the lowest fee;
  • Request additional materials and clarification or modification of any submitted Bid;
  • Extend the time for submission of all Bids after notification to all prospective Bidder;
  • Terminate negotiations with a selected Bidder and select another Bidder;
  • Take such action as WCS deems appropriate if negotiations fail to result in a signed agreement within a reasonable amount of time;
  • Terminate or modify the solicitation and selection process at any time and re-issue the solicitation to whomever WCS deems appropriate.

WCS has the right to vary any part of this ITB at the time of award if it becomes necessary.

WCS is value added tax (VAT) exempted but carry out withholding tax (WHT)deductions on commercial transactions in compliance with relevant Nigerian laws.
